Katlin McKelvie Backfield, J.D.

Former Deputy General Counsel
U.S. Department of Health and Human Services (HHS)

Until last month, Katlin McKelvie Backfield held the position of Deputy General Counsel of HHS for FDA-related matters. Prior to joining HHS, she served as Deputy Health Policy Director and Senior FDA Counsel to the Senate Health, Education, Labor, and Pensions Committee for Ranking Member Senator Patty Murray. Before her Senate service, Katlin spent 11 years at FDA, first as Regulatory Counsel in the Office of Prescription Drug Promotion in the Center for Drug Evaluation and Research and then as Associate Chief Counsel for Drugs with FDA’s Office of Chief Counsel.

Katlin has also served as an attorney in private practice counseling clients on food and drug regulatory law, including as an associate at Hogan Lovells, LLP. She clerked for the Honorable Douglas P. Woodlock for the U.S. District Court for the District of Massachusetts. Katlin graduated cum laude from Georgetown University Law Center and received her undergraduate degree cum laude with honors from Davidson College.
